TUCA of Middle TN, formed in 2018, is the driving force behind the utility construction and excavation industry in Middle Tennessee. Our association represents contractors, excavators, suppliers, and manufacturers in essential sectors such as water, sewer, gas, and telecommunications.

MATT BELEW

Matt Belew is a dedicated professional committed to safeguarding our environment through effective stormwater management. With six years of experience and a profound passion for ensuring clean, sustainable water resources, Matt brings a wealth of expertise to the field. His primary focus centers on developing and implementing innovative solutions to mitigate the impact of stormwater runoff, erosion, and water pollution. Having served as Assistant District Engineer at ALDOT (Alabama Department of Transportation) before transitioning to work for a material supplier, Matt possesses invaluable insights from both governmental and private sector perspectives. This dual experience equips him with a nuanced understanding of regulatory requirements and practical solutions, allowing him to navigate the complexities of stormwater management effectively.
Matt is deeply committed to creating resilient, eco-friendly stormwater systems that benefit communities across Middle Tennessee. His solution-oriented approach, shaped by years of hands-on experience, ensures that projects not only meet government specifications but also address the diverse needs of contractors and stakeholders alike.  Matt has actively contributed to the organization’s initiatives by donating materials for our Dozer Day event the past 2 years. This philanthropic involvement ignited Matt’s interest in serving more deeply within the organization. Witnessing firsthand the positive impact of TUCA’s activities and recognizing the potential for further collaboration, Matt became inspired to pursue a role on the board where he has now served for 2 years.

GREG MURPHY (TUCA President)

Greg grew up in Chattanooga and attended the University of Georgia from 1997-2001. He graduated with a degree in history and started working with Ferguson Waterworks in July 2001 in Atlanta, GA. While in Atlanta he worked in varying roles from inside sales, outside sales, branch manager, and operations manager. In 2019 he moved to Nashville to start the Waterworks division of Ferguson in Tennessee. He has been the general manager in Tennessee since 2019.
Greg is married to his wife Kyle since 2007 and they have two children. Their son Griffin is 11 and daughter Rory Elizabeth is 8.

RACHELLE REIGARD

Rachelle Reigard is a co-founder and President of Grade A Construction. Grade A is a general contractor that specializes in all things sitework in the middle TN area. Grade A handles the sitework for jobs like Costco, Green Hill High, all Liberty Creek schools, MJ Providence bridge expansion, just to name a few middle TN favorites. Their team handles everything from the ground down. A one-stop-shop from clearing to paving. Rachelle founded the business 10 years ago this year, after leaving a teaching position at Mt. Juliet High School. Grade A has grown from humble beginnings of 4 employees, no equipment and no credit or money, to 200 employees and close to 500 pieces of equipment.

Rachelle has served on the Mt. Juliet Chamber board of directors and is the Chair Elect for 2025. She has also served on the board of (NAWIC) National Association of Women in Construction. She was awarded the 2023 Businesswomen of the Year Award by the Mt. Juliet Chamber, and was presented the Work as a Mission Award from Everyone’s Wilson’s in 2024.

Rachelle came to Nashville to attend Trevecca Nazarene University, where she met her husband, John. They have been married for 30 years and have 4 children ages 24 to 15. Along with her passions for teaching and leading people, Rachelle loves spending time with her husband and kids traveling, cruising, and trying new foods and restaurants.

CRAIG INGRAM

Since the initial brainstorming meeting in 2017, Craig has been an avid supporter of the utility contractor’s association and its mission to promote the interests of utility construction professionals. With more than 18 years of experience in utility damage prevention, Craig has a passion for educating excavators to promote a safe and efficient job site. Craig is a graduate of Middle Tennessee State University and currently resides in Mt. Juliet.

ADAM CHARRIERE

Adam joined Civil Constructors LLC in January 2014. After a tenure on a survey party, he took the role of Project Manager & Estimator. In this role Adam was responsible for managing over $53,000,000 in contracted work. In 2018 Adam assumed the role of Division Manager overseeing the public work sector. In his current position, he is responsible for overseeing active contracts worth over $154,000,000. Adam is also an active member of ABC, AGC & TRBA. Adam is originally from Pennsylvania and graduated from Penn State University with a degree in Management. When not focused on work, Adam enjoys the outdoors and vacationing in Gulf Shores AL with his wife and 4 children.

DEVIN RIGHTER

Devin started working in the construction industry in Southern California in 1989. In 1998 he started working for Trench Shoring Company, a rental company based in Los Angeles, where he started a branch location for them from the ground up in San Diego, that experience ignited his passion for the construction industry and trench safety. In a few short years, that business grew into a multi-million dollar enterprise. He attributes some of that success to partnering with associations like AGC and EGCA and working for a common cause to advance the construction industry. During 8 years with those associations serving on committees and boards he worked on many things challenging the construction industry like the State of California Diesel Engine Tier implementation legislation. He says that the most rewarding work that he did during that time was working on the team that created the Engineering General Contractors Association Scholarship program. It was extremely rewarding to work on a project that will keep giving back to the construction industry for a very long time.

In 2008, he relocated his wife and 2 daughters from California to Hendersonville Tennessee where he has worked with Sunbelt Rentals Trench Safety Solutions since 2018. He again turned to local associations in Nashville like ABC, AGC, AIA, along with ASPE (American Society of Professional Estimators) where he served as Vice President and CSI (Construction Specifications Institute) where he served as a Director and the Membership Chair. In 2023, Devin received the Business Associate of the Year Award from our organization in recognition of his significant contributions to our organization including Sunbelt’s high level presence at Live Trench Training and Dozer Day events.

J. ROSS HUTCHINSON

Ross Hutchison is a construction attorney with Stites & Harbison PLLC located in the firm’s Nashville office. His practice focuses on both litigation and transactional matters within the construction industry. His clients primarily consist of residential and commercial owners, developers, architects, engineers, general contractors, subcontractors, and material suppliers. He assists clients with matters including contract review and preparation, business formations, bid protests, claims analysis and preparation, claims avoidance, alternative dispute resolution, licensing consultation, and litigation support. Additionally, Mr. Hutchison represents various clients in property and land use disputes.

Outside of the firm, Hutchison is active in a variety of professional and civic organizations. He is also a member of the Tennessee Association of Construction Counsel and serves on the Executive Committee for the Tennessee Bar Association – Construction Section. In the local community, Hutchison is a mentor for Big Brothers Big Sisters Middle Tennessee.

BRAD BAXTER

Brad Baxter is a seasoned professional with 28 years of experience in the construction industry. He currently serves as Safety Coordinator and Workforce Development Trainer for Cleary Construction. In this capacity, Brad is responsible for providing safety training, conducting safety inspections, and ensuring compliance with federal, state, and local safety laws.
Throughout the year, Brad works closely with the Cleary Apprenticeship group, where he trains students on essential skills such as tool handling, heavy equipment operations, and jobsite basics. His commitment to workforce development helps prepare apprentices for successful careers in the construction field.
An NCCER Certified Instructor, Brad is actively involved with the Academy (MTWDA), delivering courses on Safety, Material Handling, Rigging, and Confined Space. His expertise and instructional abilities contribute to the professional growth of students and employees within the organization.
 

WILL ODOM

Will Odom is the SiteWork Construction GM in the Upper Cumberland market area along with operations of Middle Tennessee sitework construction for Rogers Group Inc. responsible for grading, utilities, storm water, and sewer operations. Will has never been a stranger to the Tennessee construction world, as he is a fourth-generation leader in this industry. Will has been with Rogers Group Inc. for the past 9-1/2 years. He previously worked with Highways Inc before being acquired by Rogers Groups Inc. where he has served for the past 9+ years. His experience includes work in the asphalt industry performing plant site operations, roadwork, and equipment operations.

MIKE HUDSON

Mike began his career working with a general contractor in the city. While enjoying vertical construction, there was always curiosity for horizontal and infrastructure work. In early 2022, Mike moved to Middle Tennessee to join RAWSO. Since his move, he has developed a passion for moving dirt and installing underground utilities.

Mike has found a particular enjoyment in managing water and sewer infrastructure improvement projects. In addition, he has assisted project teams in managing civil scopes for new subdivisions, multifamily projects, multi-lot commercial developments and commercial construction projects.

Throughout all projects, Mike’s goals have been to provide a quality installation, performed in the safest manner. No stranger to partnership, his biggest focus is to work with all parties involved in the project – including owners, general contractors, RAWSO’s crews, and other trade partners – as a team. No stranger to it, Mike recognizes that it takes the good, hardworking people of our industry to change horizons and improve our infrastructure.

ROBERT CARTER

With over 25 years in the construction industry, Robert brings a rare blend of hands-on experience and proven leadership to every project. Starting in his career as a pipe layer and working his way up through every phase of construction. Robert understands what it takes to get the job done right the first time. Known for delivering quality work on time and on budget, he takes pride in every detail and treats each and every project as if it was his own.

CASIN SWANN

Casin wears many hats in the field!  A highlight of some of them are:  Promoting the many asphalt/concrete repair & preservation treatments which PRI offers across Tennessee, building government relations with local elected officials at the State, City, & County levels, promoting PRI’s volumetric concrete supply abilities across Tennessee, managing and promoting PRI’s line of TDOT approved cold asphalt repair mixtures, and identifying & recruiting future employees for each of their divisions.
The PRI Companies currently have over 250 employees across Tennessee. Their teams works daily with TDOT, cites, counties, and utility/commercial contractors performing asphalt paving, asphalt & concrete repairs, supply of asphalt and concrete materials, along with helping clients focus on the many pavement management and pavement preservation tools we offer.  Casin has over 24 years’ experience in the construction industry.

PATRICK MADDEN

Patrick is a Nashville native who has spent his childhood and most of his adult life in Tennessee.

Deeply rooted in the community he calls home, Patrick values family above all and dedicates much of his free time to being with them. He also has a French bulldog named Norman, who is a constant source of joy.

Patrick’s interests span exercise, travel, the outdoors, technology, cooking, and reading. He is actively involved in his church and serves as a mentor to high school–aged young men, investing in the next generation with intention and care. Community engagement is a central part of his life, and he is passionate about using his gifts to support and uplift others.

Professionally, Patrick brings a diverse background that includes experience in factory and farm work, large corporations, and family-owned businesses. This range has shaped his strong work ethic and adaptability. He is grateful for where his career has led him and is committed to continuing his growth—both personally and professionally—right here in Nashville.

 

NEIL WILSON

Neil joined Rock Solutions in May 2014. In his current position, he is responsible for overseeing accounting, estimating, and project management of the company. Neil is an active member of KAHC & TRBA and is a two-time recipient of our annual Membership Drive contest for recruiting the most new members. Neil is originally from Kentucky and graduated from Campbellsville University with a degree in Marketing. When not focused on work, Neil enjoys the outdoors and hanging out with his wife and two children.

DUSTIN JORDAN

Dustin has used his life experience in the automotive industry seeing constant changes in production demand, ever changing engineering, innovation, automation, and the demand to retain good, hard-working people is what led him to a career as an Employee Benefits Broker. Dustin has learned the importance and need for strong insurance benefits which are essential for families in the manufacturing world. He wanted to not only manage and care for people, but to find a way to protect them. His job is rewarding each day because of the great people he gets to meet and serve. Dustin is married to his wonderful wife Abbie, who is a 3rd grade reading teacher, and has 2 daughters Cullum and Ollie. His family is strong in their Christian faith. Dustin attends Bridge Fellowship in Lebanon, TN and serve as members of the Next Generation Dream Team.
